Building and stage inspections in Lucas

Lucas is a new suburb planned under the Alfredton West Precinct Structure Plan, approved in 2011, and 97.1% of its homes are separate houses. If you are building, book an independent inspection before each progress payment. If you are buying a near-new house, focus the inspection on slab-edge cracking, wet areas, the roof space and drainage.

A suburb built since 2011

Lucas is about 7 km west of central Ballarat, in the Ballarat West Growth Area. It was planned under the Alfredton West Precinct Structure Plan, which was prepared by the developer with the City of Ballarat, approved in June 2011, and covers about 317 hectares. The area was first called Alfredton West and was later renamed Lucas.

Nearly everything in Lucas is a detached house. In the 2021 Census, 97.1% of occupied dwellings were separate houses, and only 21.3% of homes were owned outright, well below the Ballarat average of 32.6%, because most owners are still paying off recent builds.

Building new: stage inspections

If you are building in Lucas, an independent inspector can check the work before you make each progress payment. Consumer Affairs Victoria says owners can use an independent building inspector to check completed work before they pay. A typical set of visits covers:

  1. Base stage, once the slab or footings are down.
  2. Frame stage, before the walls are lined.
  3. Lock-up, when the outside is closed in.
  4. Fixing, when internal fittings go in.
  5. Pre-handover, before the final payment and before you take the keys.

Once the walls are lined, nobody can see the framing, bracing or tie-downs again, so the frame stage visit is the last chance to check them.

Buying a house that is a few years old

For an established Lucas home, the questions differ from those in the gold-era suburbs. The state's Historical Mining Activity dataset records no shaft locations inside the suburb's boundary. Ask the inspector instead to look closely at:

If a defect turns up, ask your conveyancer whether the original builder's warranty still covers it.

Bushfire overlay on the edges

Vicmap Planning data show the Bushfire Management Overlay over about 9.5% of the suburb's land, mainly on its outer edges. A planning property report shows whether it applies to the lot you are buying.
