Building and pest inspections in Mount Clear
About 84% of the land in Mount Clear is in the Bushfire Management Overlay, so most extensions or new buildings will need a planning permit with bushfire protection measures. Ask for the Bushfire Management Plan if the house was approved under the overlay, and have the inspector check the gutters, roof and outdoor timber closely.
Bushfire controls first
Mount Clear is about 5 km south of central Ballarat, on the bush edge of the city. Vicmap Planning data show the Bushfire Management Overlay over about 84% of the suburb's land,.
The CFA explains that land in the Bushfire Management Overlay may be at risk from bushfire, and that you are likely to need a planning permit to develop or subdivide it. That affects a buyer in two ways:
- Adding to the house: an extension, a new garage or a second dwelling will probably need a planning permit with bushfire protection measures. Budget for a bushfire consultant if you plan to build.
- The house as it stands: if the house was approved under the overlay, it should have a Bushfire Management Plan setting out the construction standard (the bushfire attack level), defendable space, water supply and access. Ask the agent for it, or ask council. A building and pest inspection does not check whether those conditions are still met.
The housing
In the 2021 Census, 75.1% of occupied dwellings in Mount Clear were separate houses, 13.6% were semi-detached houses or townhouses, and 11.2% were flats or apartments.
What to ask the inspector
- Ask for the gutters, roof valleys and roof space to be checked closely, and for any blocked or overflowing gutters to be noted.
- Ask for timber decks, steps, retaining walls and fences to be included in the timber pest inspection.
- If the block slopes, ask about subfloor access and drainage on the uphill side of the house.
Mine workings
Mount Clear was mined too. The state's Historical Mining Activity dataset records 92 shaft locations inside the suburb's boundary, and some may be counted more than once. If the report notes unexplained cracking, check the address in the dataset and talk to your conveyancer.
