Building and pest inspections in Soldiers Hill
Most of Soldiers Hill is inside the Soldiers Hill Heritage Precinct (HO170), where the houses date from the early 1860s to the early 1950s. Before you buy, have the roof, chimneys and subfloor inspected closely, and check with the City of Ballarat before budgeting for any outside repairs the report recommends.
What the houses are like
Soldiers Hill sits directly north of the city centre. The City of Ballarat's statement of significance for the Soldiers Hill Heritage Precinct (HO170) describes houses built from the early 1860s through to the early 1950s. Most are single storey, in weatherboard or brick, with verandahs, unpainted brick chimneys and roofs of corrugated galvanised iron, slate or Marseilles terracotta tile. Land in the area was first sold in 1859, and many of the houses and street trees were in place by the early 1900s.
In the 2021 Census, 84.1% of occupied dwellings in Soldiers Hill were separate houses.
Heritage controls cover most of the suburb
Vicmap Planning data put about four-fifths of Soldiers Hill's land inside the Heritage Overlay. Under the overlay, the City of Ballarat decides on changes to the outside of a place, and its Heritage Advisor gives owners technical and materials advice. If the report recommends a new roof, verandah or cladding, ask council what it will accept before you get repair quotes. Changing the outside of a place in the overlay can need a planning permit.
Points to raise with the inspector
- Roof: ask how the roof was viewed (from the roof, a ladder, the ground or a drone) and whether the inspector got into the roof space. Ask for any broken or slipped slates or tiles to be listed.
- Chimneys: ask for the chimneys and their flashings to be covered in the report, inside and out.
- Subfloor: if the house is on stumps, ask whether the inspector could reach the whole subfloor, and what stopped them if not.
- Additions: if the house has been extended, ask the inspector to note where old meets new. Your conveyancer can check the building permits listed in the Section 32, and council can list permits issued in the past 10 years.
Old mine shafts
The precinct statement says early buyers chose Soldiers Hill because it sat above the mining and industry around it, but it was not untouched. The state's Historical Mining Activity dataset records 28 shaft locations inside the suburb's boundary, compared with 124 in Golden Point. Some shafts are recorded more than once. If the report notes cracking or uneven floors, look up the address in the dataset and ask your conveyancer whether further searches are worth doing.
