Do I need a pest inspection when buying in Ballarat?

Usually, yes. Coptotermes termites are widely distributed throughout Victoria and cause more than 80 per cent of termite damage to buildings, including steel-framed homes. A timber pest inspection to AS 4349.3 is the routine way to check a house for termites, borer and decay before you are committed to buying it.

Termites are found across Victoria

The Victorian Department of Health says five termite species damage buildings in Victoria. The main one is Coptotermes, which is "widely distributed throughout Victoria" and causes more than 80 per cent of termite damage to buildings. Coptotermes nest in trees (eucalypts by preference), old stumps, under concrete floors, in wall cavities and in enclosed verandahs. They tunnel at least 50 metres underground to reach food.

Two points from the same guidance matter for buyers:

Is Ballarat a declared termite area?

Under regulation 150 of the Victorian Building Regulations 2018, a council may designate parts of its municipality as areas where buildings are likely to be attacked by termites. A designation changes the rules for new building work on that land.

You do not need to guess whether the land you are buying is designated. Regulation 51 lets anyone ask the council whether a property is in a designated termite area, a designated flood-prone area or an area with a planning scheme bushfire attack level. Your conveyancer can make the request. Either way, the answer only tells you about rules for new work. It does not tell you whether the house in front of you has termites, which is what the inspection is for.

What the inspection covers

A pre-purchase timber pest inspection follows AS 4349.3. It looks for termites, borer and wood decay, and for the conditions that attract them. The inspector checks the house and the property around it as far as the agreed scope and safe access allow, which can include the subfloor, roof space, fences, sheds, trees and stumps.

It matters most when:

Timing in Victoria

Buy at auction and there is no cooling-off period, so the inspection needs to happen before auction day. For a private sale, ask your conveyancer to make the contract subject to a satisfactory building and pest inspection, or book it before you sign. The buyer checklist sets out the deadlines.

Questions

Is a building inspection enough on its own?

A building inspection to AS 4349.1 reports on the condition of the building, not timber pests. If you want termites, borer and decay checked, ask for a combined building and pest inspection or add a timber pest inspection.

Does a newer brick-veneer house on a slab need a pest inspection?

It can still be attacked. The Victorian Department of Health says Coptotermes can nest under concrete floors and in wall cavities, and that steel-framed homes are attacked as well. A timber pest inspection checks for activity and for the conditions that invite it.
